Manteca has nearly 12,000 residential units in our development pipeline and in 2022 was the 6th fastest growing city in California. From 2010-2020, the city had a growth rate of 24.4%. The top categories for focused growth in the municipality are derived from a combination of leakage reports, peer analysis, retail trends, and real estate development. Manteca has several developments underway along the highly-traveled Interstate 120 corridor, which include a new Interstate interchange and two commercial grocery-anchored power centers.
Seeking Arts & Entertainment Venues
The Family Entertainment Zone (FEZ) — Anchored by Big League Dreams and Great Wolf Lodge, will feature Loma Brewery and 140 acres of shovel-ready city-owned land. This site is envisioned as the center for both entertainment and experiential retail businesses. The city also has two additional parcels available for development near the FEZ, a 13.74 acre parcel and a 8.5 acre parcel. Click on image below for the full map.
With the construction of the 500 room resort hotel and indoor water park, Great Wolf Lodge, in the City's shovel-ready FEZ, we are looking to provide additional activities for our residents and tourists. With over 680,000 hotel guests per year and over 760,000 visits to Big League dreams, our City is seeking daytime and evening entertainment for ages 25 and up in the FEZ. We are also seeking to enhance and expand our evening economy through outdoor dining, live music performances, and theater.

Incentives - Business Development & Expansion
- California Competes Tax Credit (CCTC): This is a corporate income tax credit and is for companies looking to create jobs and investments in California (expansion and retention).

- Research and Development Tax Credit (R&D): This program reduces state income tax due to the Franchise Tax Board for qualified research expenses while conducting qualified research activity in California.
Incentives – Equipment
- Full Sales & Use Tax Exclusion (CAEATFA): This program provides a full sale and use tax exclusion for advanced manufacturers and manufacturers of alternative source, recycled feedstock, and advanced transportation products, components or systems. The program will open for application in November.

- Partial Sales & Use Tax Exemption: This program provides a sales tax exemption of 3.9375% for basic manufacturing equipment. Eligibility is determined by the company's North American Industry Classification (NAICS) Codes 311100 to 339999, inclusive, 541711, or 541712. Research and development is eligible for the exemption.

- If you pay the full amount of sales tax reimbursement at the time of purchase, and later discover that you have met all of the qualifications, you may issue a partial exemption certificate to your retailer. The retailer may then file a claim for refund for the overpaid portion of sales tax on your behalf. If the transaction was subject to use tax, the purchaser may file a claim directly with the CDTFA.

Incentives - Employment
- Employment Training Panel (ETP): This program provides match funding to employers to assist in upgrading the skills of their workers.
- New Employment Credit (NEC): This credit is an income tax credit for specific new hires. The credit is based on 35% of qualified wages or wages between 150% and 350% of minimum wage.
- Work Opportunity Tax Credit (WOTC): This credit promotes the hiring of individuals who qualify as members of target groups, by providing a federal tax credit incentive of up to $9,600 for employers who hire them.

Economic Development Rate (EDR): This program gives special utility discounts for businesses in California. Small businesses also qualify. 12% - 25% on utility bill each year up to five years if qualifies and depending on utility.
