Mission Statement 

The City of Manteca is dedicated to tackling the challenges of homelessness within our community and devoting resources to ensure homelessness is preventable, brief, and infrequent. The Housing and Homeless Division is tasked with helping vulnerable residents to obtain and secure affordable and permanent housing. The city is committed to working with community partners to provide supportive services for the unsheltered and other community members in need.

 

Goals for 2024

  • Completion of the City’s Homeless Action Plan (HAP), outlining long-term goals and priorities, incorporating community buy-in and best practices.
  • Develop the scope of work and identify a service provider for the City’s Unsheltered Emergency Center.
  • Establish fully operational site at the Unsheltered Emergency Center at 555 Industrial Park Drive, offering overnight use and serving as a hub of resources.
  • Release a Request for Qualifications (RFQ) for Progressive Design-Build for the Low Barrier Navigation Center at 682 S. Main Street.
  • Implement the Affordable Housing Strategy.

Manteca's Point-in-Time (PIT) Count 

The Point-in-Time (PIT) Count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. The count is required for all recipients of Housing and Urban Development (HUD) funding.
