Groundwater Management & SGMA

The Sustainable Groundwater Management Act (SGMA), which became effective January 1, 2015, established a framework of priorities and requirements to help local agencies manage groundwater within a basin or subbasin (basin) via the development of a Groundwater Sustainability Plan (GSP).

SGMA gives local agencies the choice to manage groundwater within their boundaries by becoming a Groundwater Sustainability Agency (GSA). The City of Manteca elected to become the City of Manteca Groundwater Sustainability Agency (City of Manteca GSA), within its City boundaries, on December 2016.

The City of Manteca GSA, along with 15 other GSAs, like the Cities of Lodi GSA and Stockton GSA, formed the Eastern San Joaquin Groundwater Authority (ESJGWA) (GWA or Authority) for the purpose of developing a Groundwater Sustainability Plan (GSP) and coordinating sustainable groundwater management in the Eastern San Joaquin Subbasin. The City of Manteca GSA and the 15-member GSAs, are all located within the Eastern San Joaquin Subbasin (Designated Basin Number 5-22.01).

The ESJGWA, on behalf of its members, submitted the GSP to the Department of Water Resources (DWR) in January 2020. Following comments from DWR, in July 2022 a Revised GSP was submitted to DWR.

SGMA requires that GSPs be updated at least every 5-years. The GWA prepared a DRAFT Amended Groundwater Sustainability Plan (GSP) and Periodic Evaluation and is seeking public comment. The public comment period is from October 1 - October 31.

The DRAFT Amended Groundwater Sustainability Plan provides the sustainability goals, projects and management actions to meet the sustainability goals within the Basin.

The Periodic Evaluation provides a more thorough assessment of how the GSP is performing and describes how implementation of the GSP is meeting the sustainability goal for the Basin.
