The mailing address for the City of Manteca utility bill payment processing center has changed:

Utility Services - Start New Service
Manteca residents can sign-up for utility services by completing Move-In Application. Please note, copies of your rental agreement, escrow closing documents and government issued ID are required to be submitted with your application. If you are acting on behalf of the property owner a Property Management agreement will be required.
Deposit
A deposit of $100 is required from all customers. The deposit shall remain on the account until satisfactory status has been reached. Satisfactory status is defined as two or less delinquent notices in a consecutive twelve-month period. If you move to a new city service location, a new account will be opened and a new deposit will be required to start services.
A deposit will be due at the time services are activated. If you choose to electronically submit the Move-In Application, you will need to provide a credit card account number for the deposit. A night depository is also available for after-hours drop off. Please be sure to only place a check or money order in the night depository - no cash.
Payments & Fees
Utility bills for the prior month's use are processed around the 15th of the month. All bills are due on the 15th of the following month. Any charges not paid by the delinquent date specified on the bill will be subject to a penalty (2% for water and sewer and 10% for solid waste).
In addition, delinquent accounts may be subject to disconnection. If services are processed for disconnection, a $25.00 reconnection fee, a $100 deposit (if one does not exist) plus all balances owing will be required to maintain and/or restore service.
A $15.00 charge will be assessed for all returned payments and once two (2) returned payments are received from a customer, the City of Manteca may request cash payment for all future transactions.
Only City personnel are authorized to disconnect or reconnect water service at the meter. Any damage caused by unauthorized tampering may be subject to other fees.
