About Code Enforcement

The Code Enforcement Division investigates violations of the Manteca Municipal Code and other State and Federal codes related to land use, building, business licensing and operation, health code, and various other non- criminal statutes. Code Enforcement's goal is to gain voluntary compliance for violations of state and local laws. Code Enforcement Officers work with other divisions of the City, County and State officials to gain compliance with these codes. They abate public nuisances and properties deemed to be a public health or safety hazard. Abatement measures are executed through coordinated and cooperative steps that include Notice of Violation, Notice and Order and administrative penalties addressed upon those who fail to comply with municipal and state laws. Services are performed under the direction of the Services Division Captain.

The Code Enforcement Unit is comprised of two Code Enforcement Officers who handle all complaints and all proactive enforcement related to the enforcement of non-criminal statutes.

 

Codes We Enforce

Code Enforcement enforces City of Manteca Municipal Code and other state and federal codes relating to the following:

  • Accumulation of junk, garbage and debris
  • Graffiti
  • Basketball hoops
  • Overweight vehicles parked on private property
  • Inoperable vehicles
  • Accessory structures
  • Building code violations (building, plumbing, electrical, and mechanical, etc.), including unpermitted building improvements
  • Vehicles parked on an unimproved surface
  • California State Housing law (minimum standards for safe and sanitary housing)
  • Lack of required utilities(water/power)
  • Overgrown trees, shrubs and property maintenance standards
  • Alarm Permits
  • Recreational vehicles and RV parking on private property
  • Other non-criminal codes outlined in the City of Manteca Municipal Code

 

Frequently Asked Questions

How often do I need to submit an alarm permit?

  • Residential permits are valid for two years and expire on December 31 of the second year. Even numbered residential addresses must renew in even numbered years, odd numbered addresses must renew in odd numbered years. Residential permits must be renewed by January 31 in the renewal year. Business/Commercial permits are valid for one year, expire on December 31, and must be renewed in January of the following year.

Does Code Enforcement recognize extenuating circumstances when enforcing the codes?

  • The role of Code Enforcement is to interpret and apply the City of Manteca municipal code applicable to each case. Code Enforcement officers have the discretion to grant time extensions and work collaboratively with citizens on correcting violations.

Does Code Enforcement proactively look for violations?

  • Code Enforcement is primarily complaint based driven. However if an officer observes a violation posing a safety hazard while they are out conducting daily inspections the violations will be addressed accordingly.

I reported a violation but I don't see a change and it doesn't appear anything is happening.

  • Reported violations/issues can take up to 30 days to be resolved. If your issue was reported more than 30 days ago, please contact us to check on the status.

Will you notify me once the issue is resolved?

  • Due to a high volume of reports, the person who reported the violation to Code Enforcement may not be contacted unless we need more information. 

 What doesn't Code Enforcement Handle?

  • Emergency situations that threaten human life or property and demand immediate attention, CALL 911
  • Private disputes between neighbors
  • Situations which are not specifically addressed in the City of Manteca Municipal Code
  • Inoperable or overweight vehicles in the roadway/street
