The utility bill is sent out every month. Payment is due on the 15th of each month with a grace period to that last working day of the month. Payments received after the delinquent date will be subject to late fees and or penalties.
You can pay your bill using the following methods.
Pay-By-Phone
We are very excited to announce the addition of automated over-the-phone payments to our utility bill payment options. You can now enjoy the convenience of flexible bill payments wherever you are! Call (209) 456-8730.
IVR Payments are managed by Paymentus Corporation, a third party vendor at no cost to the customer.
Automated Bill Pay
Sign up for this free service and your bill will be automatically be deducted from your checking account on the scheduled due date. Please complete the Automated Bill Pay Form and submit with a voided check to the Finance Department.
Important Note: Continue to pay your utility bill each month, until the notice "Bank Draft" appears on your billing statement.
Online Payment
You may pay your bill online with a Visa, Mastercard or Discover card. Online credit card payments are not automatic and you are responsible for checking your online billing statement monthly and authorizing payment by the delinquent date.

Low Income Assistance
Reduced rates for qualified low income seniors is available. Inquire at the Finance Department, or download the Senior Sewer Rebate and Senior Refuse Discount forms, complete as outlined on the form and submit to the Finance Department for approval with all required income and age verification.
Paperless Billing
Online paperless billing is available free of charge to all customers. Once enrolled in this service, an electronic bill will be sent to you monthly.
To login you will need your account number and the last name of the account holder. Once logged in, select eBill Enrollment.
Online Account Access
Online account access is available free of charge to all customers. To login you will need your account number and the last name of the account holder.
Online access allows you to review information such as Billing, Balance, Meter Reading and Usage history. You may also pay your bill with a Visa, Mastercard or Discover card.
