Introduction

In recent years, California voters and the state legislature created a legal framework to regulate the cannabis industry. In response to these changes, the Manteca City Council developed a conservative allowance strategy of 3 total Commercial Cannabis Business Licenses.

On December 21, 2021, the City Council adopted ordinances establishing a comprehensive program to permit and regulate cannabis activities with the City of Manteca. The ordinance tightly regulates the cannabis industry while preserving our environmental resources, protecting the health and safety of our community, and prioritizing fiscal responsibility for taxpayers.

June 12 – June 15, 2023	HdL to evaluate supplemental material for final Determination of Eligibility
June 19, 2023	Final Phase I Eligibility Letter will be emailed to Applicants / City to post Phase I Results to City website *All applications have been determined complete and have advanced to phase II of the application process.
June 19 – July 19, 2023	Phase II Application Evaluation and Review
July 24, 2023	City to receive Evaluation and Scoring Reports for each Application, Phase 2 Scoring and Ranking Report, Individual Background Reports
July 24 – July 27, 2023	City to review and consider Phase II Results
July 31, 2023	Phase II Result Letters emailed to all Applicants. Passing Applicants will receive instructions for Phase III Interviews, Failing Applicants will receive a letter with appeal instructions
July 31, 2023 – August 31, 2023	Phase II Appeal Period
August 31, 2023 – September 4, 2023	Phase III Interviews, Staff Selection Committee to conduct merit-based interviews
October 2023	Phase IV Appeal Period
December 18, 2023	Phase IV City Council Interviews and Final Decision (dates based on council’s availability). Three applicants selected.

- Can a property have multiple applications?
  Pursuant to the adopted Application Procedures, the City will only accept a maximum of one (1) application per property (APN).
- What percentage the City is seeking to obtain from Applicants as part of the Community Benefit Agreement?
  1. Section G (3) of the Evaluation Criteria asks Applicants to include a description of the direct fee that will be offered to the City, expressed as a percentage of annual gross receipts. Can you provide additional information on what percentage the City is seeking to obtain from Applicants as part of the Community Benefit Agreement?
    
    Answer: The City is seeking, at a minimum, a commitment from Applicants to pay 5% of annual gross receipts to the City as a direct fee from cannabis retail operations as well as other incentives and impacts that benefit the City of Manteca.
